Standard, Periodicals Mail acceptance suspended to storm areas

The Postal Service also announced that, effective immediately, it is not accepting any Standard or Periodicals Mail — from any source — addressed for delivery within these three-digit ZIP Code ranges: 369, 393, 394, 395, 396, 700 and 701.

This emergency action has been taken as a result of severe facility damage, evacuations and other issues resulting from Hurricane Katrina.

USPS is now formulating plans to address the handling of Standard and Periodicals Mail already in the mailstream and addressed for delivery to these seven ZIP Code areas.

Thousands of residents, including Postal employees, in the hurricane ravaged areas of Louisiana, Mississippi and Alabama continue to struggle in the storm’s aftermath. Water continues to pour into New Orleans through breaches in two of the dikes protecting the city, roads in the four-state area remain closed, as are several airports, power is out, and many, many residents are in shelters or staying with family and friends — unable to return to their homes.

“We are doing everything we can to restore mail delivery to the people affected by Hurricane Katrina,” said PMG Jack Potter this morning. “Given that many people in those areas lost their homes, we are moving as quickly as possible to set up temporary delivery stations.”

The Postmaster General said the Postal Service is very concerned about those on subsistence and Social Security who will be expecting checks this week, noting how extremely important those checks are to them.

In addition, Express Mail sold between Aug. 26 and Aug.29 to these ZIP Codes are ineligible for refunds due to Domestic Mail Classification Schedule section 182.51(h), which allows the Postal Service to deny refunds for Express Mail delayed by an “act of God.”

The Postal Service will notify customers when the service suspension is lifted.

Storm disrupts service in Southwest and Southeast areas

Postal officials in the Southwest and Southeast areas continue to assess the impact of Hurricane Katrina on postal operations in Louisiana, Alabama, Mississippi and Florida. Many roads and most airports in the areas most heavily affected by the storms remain closed. Because of the inaccessibility of some areas, a full determination of Katrina’s long-term service impacts has not been completed. But every effort is being made to restore retail and delivery service where possible and where it can be done safely.

The safety of our employees remains the number one priority and efforts remain underway in each district to contact all affected employees. Employee Assistance Program counselors are standing by to assist employees in hurricane-ravaged locations as soon as conditions permit their entry into those areas.

With a number of key processing facilities out of service, all mailers that drop ship into affected areas have been advised of service conditions and the availability of alternate arrangements. Service updates will continue to be posted on www.usps.com.

As service is restored in some areas, destruction and heavy damage to homes and businesses will prevent regular carrier delivery. Residential and business customers will be notified of alternate delivery arrangements as soon as they have been established.

The Postal Inspection Service will be working with Louisiana District officials today to make an initial determination of the extent of infrastructure damage in New Orleans and surrounding communities.

Hurricane Katrina, now downgraded to a tropical storm, knocked out power to more than 1 million people from Louisiana to Florida's Panhandle. Officials said restoring power could take months.

The storm's impact is far from over. Forecasters say it could dump eight or more inches of rain in the Tennessee and Ohio Valleys as it makes its way north.

Louisiana District

The New Orleans Processing and Distribution Center suspended all operations at noon Sunday. No drop shipments will be accepted to ADC New Orleans 700-704 until further notice. Retail and delivery services will be suspended on Monday for all offices in ZIP Codes 700, 701, 703 and 704.

There will be no delivery today for ZIP Codes 707 and 708, including the city of Baton Rouge.

Service Update

Coastal and inland areas of Alabama, Louisiana, Mississippi and the Florida panhandle have been significantly impacted by Hurricane Katrina.

Our greatest concern is the safety of UPS people and their families, as well as our customers and the communities in the region.

UPS services, including scheduled pickup, delivery, and On-Call Pickup Services are delayed in the affected areas. The hurricane has also affected the scheduled hours at UPS Customer Centers.

In accordance with the UPS Terms and Conditions, service guarantees will not apply to the affected service areas at this time.

Hurricane Katrina Update:

Hurricane Katrina, now downgraded to a Category 1 storm, is beginning to lose some of its punch as it passes over land.

At 2 p.m. ET, the storm was centered about 20 miles south-southwest of Hattiesburg, Miss., the National Hurricane Center said. Forecasters said Katrina would continue moving toward the north at about 17 mph. It was expected to dump heavy rain in central Mississippi Monday night. The coastal storm surge flooding along the northern and northeastern Gulf of Mexico coast will begin to slowly subside later Monday, forecasters said.

Louisiana District

The New Orleans Processing and Distribution Center suspended all operations at noon Sunday. No drop shipments will be accepted to ADC New Orleans 700-704 until further notice. Retail and delivery services will be suspended on Monday for all offices in ZIP Codes 700, 701, 703 and 704.

Storm slams Gulf Coast, 28-foot surge waves expected

Hurricane Katrina slammed into the Gulf Coast this morning, dropping more than 8 inches of rain in the first four hours and causing flooding in many areas. A category 4 storm, its 145 mph winds have been ripping the roofs off buildings and homes and causing power outages as it continues its destructive track from Louisiana into Mississippi and Alabama.

Flooding, winds and evacuations have affected processing, delivery and retail service in parts of Louisiana, Mississippi and Alabama and in Florida’s Pensacola area. Customers needing the latest service information should check the Hurricane Update page on usps.com. While New Orleans was spared a forecasted direct hit, Biloxi, MS, is taking that direct hit and Mobile, AL, is reporting severe damage as well. Storm surges as high as 28-feet are expected to accompany this hurricane, making it one of the most dangerous storms to hit land in years.

Storm surge of 28 feet is expected to cause major flooding along the Gulf Coast, with Biloxi, MS, expected to receive the brunt of the storm surge. Major evacuations have occurred throughout the Gulf Coast states of Louisiana, Mississippi and Alabama in preparation for the storm. President Bush has declared a state of emergency for Louisiana.

At 4 p.m. CT the center of Hurricane Katrina was located about 150 miles south of the mouth of the Mississippi River. The storm is moving northwest at 13 mph with a forecasted gradual turn to the north within the next 24 hours. Maximum sustained winds have increased to 165 mph. Katrina is a potentially catastrophic category 5 hurricane. Hurricane force winds extend out 105 miles from the center, and tropical force winds extend out 205 miles from the center.

President Bush has declared a state of emergency for Louisiana. In New Orleans, residents have begun evacuation procedures. Storm preparations continue for Gulf Coast residents in Mississippi, Alabama and the Florida Panhandle.

The storm is moving west-northwest at 12 mph with a forecasted gradual turn to the northwest within the next 24 hours. Maximum sustained winds have increased to 175 mph. Katrina is a potentially catastrophic category 5 hurricane. Hurricane force winds extend out 105 miles from the center, and tropical force winds extend out 205 miles from the center.

Hurricane Katrina has shown sustained winds of 160 mph, making it a category 5 storm. At 7 a.m. ET, the storm was around 250 miles south-southeast of the mouth of the Mississippi River. The hurricane center warned it could come ashore early Monday morning with a storm surge of up to 25 feet and douse the Gulf Coast with up to 15 inches of rain in some areas.

President Bush has declared a state of emergency for Louisiana. In New Orleans, residents have begun evacuation procedures. Storm preparations continue for Gulf Coast residents in Mississippi, Alabama and the Florida Panhandle.

South Florida District

As of 3 p.m. ET, Hurricane Katrina is out to sea and gaining strength with maximum sustained winds of 115 mph. Forecasters are predicting the storm will head toward the Gulf Coast. Storm preparations are underway along the Gulf Coast of Mississippi, Alabama and the Florida Panhandle.

Hurricane Katrina is expected to strengthen into a category 4 storm by the time it makes landfall.

South Florida District

Forecasters are expecting the storm to gain strength as it moves into open water over the Gulf Coast.

At 11:30 AM EDT the center of Hurricane Katrina was located about 45 miles northwest of Key West FL, and about 75 miles south southwest of Naples FL, moving toward the west at 6 mph. Maximum sustained winds are now at 100 mph making Katrina a category 2 hurricane.

South Florida District - All plants will resume operations today at 3PM. Drop shipments will resume at 3PM. Currently, 85% of the retail and Delivery Units are without power and will not open today. JULY FINANCIAL RESULTS. Revenues of $5.275 billion for July were in line with USPS forecasts, at 0.5% ($26 million) over plan and 3.1% ($170 million) less than July last year. Total mail volume was 1.4% less than July last year. Standard and Periodicals were greater than July 2004, while First-Class Mail and all other classes declined. Total mail volume is 4.5 billion pieces or 2.6% greater than the same period last year. First-Class Mail revenue is 1.3% below last year ($391 million) YTD. CNN reports that the Postal Service has absorbed the increasing costs of higher gas prices, according to USPS spokesman Jim Quirk on American Morning. Every penny increase in gas adds $8 million to expenses, Quirk said, and by the end of this fiscal year, higher fuel prices are expected to add $300 million to transportation costs compared to last year. He credited postal management for taking costs out of the system and shifting mail from air to over the road without compromising service standards. Quirk added that USPS offers the best deal and reminded consumers they can save gas by going online at usps.com and USPS will pick up their packages.

Not wanting customers to be “board” with a normal flyer, 84 Lumber, headquartered in Eighty Four, PA, came up with a new advertising plank.

The building supply company sent 4,000 customers an 11-inch-long 2x4 board to promote 20 new store openings.

Eighty Four Postmaster Dave Newman and his staff worked with the company to get the mailing out over three days. “We had to weigh each one because the composition and moisture content of the boards differed anywhere from 13.9 ounces to more than a pound,” said Newman.

The boards generated more than $14,000 in Priority Mail revenue and the company is considering a repeat for 60 more store openings.

Chinese Consumers Want More American Products

The “Chuppies” of China are quite prepared to “Buy American.”

A public opinion poll of China’s emerging urban middle class found that high-quality personal care toiletries and consumer electronics lead the list of most desired American products. Apparel and fashion accessories and music and videos are close behind.

The items drawing the least interest – American cigarettes and liquor.

“These findings show the urban consumer market in China has a great potential for foreign, and especially American, exporters,” said Fei-Ling Wang, International Affairs professor at the Georgia Institute of Technology. “It confirms there is a sizeable group of urban residents in China with considerable disposable income who are developing brand-name consciousness, becoming savvy consumers and acquiring a taste for foreign goods.”

The survey, sponsored by UPS and conducted by Research International, involved 1,140 Chinese consumers between the ages of 20 and 59 in six cities. UPS commissioned the research to better understand the Chinese marketplace – to help its customers learn which U.S. products are most in demand, and to stay abreast of consumer trends within China as the company develops its service offerings.

“According to the State Department, U.S. exports to China have grown 80 percent since 2001, but this survey shows the Chinese would like even more quality American items,” said Kurt Kuehn, UPS senior vice president, worldwide sales and marketing. “The spending power of this middle class is exploding. Many American companies view China as a threat rather than an opportunity; they run the risk of missing the China potential and being left behind.”

Highlights from the survey on the products most in demand include:

American Toiletries: 53 percent of all respondents would like to see a broader selection of U.S. products, such as shampoo, shower gel and dental care products.
American Consumer Electronics: 53 percent of those polled want a broader selection of American electronics. The most likely purchases this year are digital cameras, laptop computers and video/digital recording devices.
Apparel/Fashion Accessories: 52 percent said they want more American fashion, especially athletic shoes, sandals, t-shirts with American logos, sportswear and blue jeans.
American Books, Music and Videos: 50 percent would like to see a broader product selection of American entertainment. This year’s most likely purchases are American videos/DVDs and music compact discs.
Home Appliances: 45 percent would like to see more U.S. durable products including refrigerators, washers/dryers and microwaves.
There has been much written about the Westernization of young urban Chinese consumers, or “Chuppies,” and the UPS study offers additional insights. For example, consumers under 40 are more interested in America ’s books, music and videos; the younger demographic in the 20-to-29-year-old bracket is most attracted by consumer electronics and American apparel and fashion accessories.

When making purchasing decisions, 60 percent of respondents cited quality as the most important purchase decision factor. That was followed by price/value at 18 percent, which was more important to older respondents than to younger ones. The country of origin and manufacturing location both fell far below quality in importance at 4 percent and 3 percent, respectively.

“The survey indicates that Chinese consumers are more selective and more sophisticated than formerly thought, and I believe that American business needs to be ‘smarter’ than it has been,” said Kevin O’Connell, senior partner of the law firm O’Connell and Co. O’Connell divides his time between the firm’s Hong Kong, Washington, D.C., and Annapolis, Md., offices and is involved primarily in foreign direct investment and general business matters in China.

Premium Forwarding Service is designed to meet the needs of a more mobile society

WASHINGTON, DC - America is always on the go.

Business travel, temporary work assignments, college, personal emergencies, "snow birds," relocation, even military duty are taking people away from home for longer periods of time.

This is the customer the United States Postal Service had in mind in developing a new service available to all consumers - Premium Forwarding Service (PFS).

PFS is a personalized service for sending all mail from a primary residential address to a temporary address using Priority Mail. Express Mail, First-Class Mail or Priority Mail packages too large to fit inside the Premium Forwarding Service package are rerouted separately at no additional charge. PFS is available only for domestic mail.

It is designed for residential customers who want to receive all of their mail at a temporary address, including a Post Office Box, regardless of the distance.

With PFS, the Postal Service boxes and reships mail to a temporary address for customers who are away from their primary address for at least two weeks and up to one year. The nationwide service begins today, providing all residential customers with a range of quality mail-forwarding options to meet individual needs.

Premium Forwarding is designed to make life on the road or separation from friends and family a little easier.

"Customers won't have to wait for correspondence and favorite magazines until they return home," said Nick Barranca, Vice President of Product Development. "Premium Forwarding gives customers one more way to enjoy their mail in a timely manner."

Interested customers simply complete an application at the Post Office serving their primary address. Necessary information including name, address of primary residence, temporary address, contact numbers and start and end dates is required. Premium Forwarding Service is temporary, but it does not replace the temporary or permanent Change-of-Address option or Hold Mail services. These services still are available at no charge.

"Convenience to the customer is key," Barranca said. "Whatever your situation may be, the Postal Service has several convenient service options for handling your mail. You may be away from home, but your mail doesn't have to be."

There is a one-time enrollment charge of $10. Customers are charged $10 for each weekly shipment during the period they are enrolled in the Premium Forwarding Service.

WASHINGTON, D.C. - The U.S. Postal Service once again reached its all-time high-score of 96 percent on-time performance for overnight delivery of First-Class Mail. The assessment, measured independently by IBM Consulting Services, was announced today during the agency's Board of Governors meeting in California.

This achievement marks ten consecutive measurement periods that the organization reached a 95 percent or better score for on-time overnight delivery of First-Class Mail.

This third quarter measurement for fiscal year 2005 also cites increases in two- and three-day service performance scores from the previous reporting. Two-day is 92 percent, up from 90 percent; and three-day - which is carried by air - is at 90 percent, up from 83 percent.

This report provides an independent assessment of the time it takes a piece of First-Class Mail, once it's deposited into a collection box, to be delivered to one of more than 143.7 million American homes, businesses and Post Office boxes.

During the same period, customer satisfaction was also measured. At 93 percent, this rating marks the fifteenth continuous quarter the Postal Service has earned a 93 percent or better customer satisfaction measurement score.

USPS is extending hours in selected Post Offices around the country — as late as 7 p.m. on weekdays and 3 p.m. on Saturdays.

The message of the Extended Retail Hours Plan is simple: “We’re open later to serve you better.”

“Our prices are competitive and our service is great,” said Deputy PMG Pat Donahoe. “On top of that, we’re extending hours for added convenience. That means better value for our customers.”

It’s the kind of customer focus that will build loyalty, grow our business in a shipping market that has never been so competitive, and ultimately bring in more revenue.

The first locations with extended hours are seeing excellent results. Greater Indiana District increased walk-in revenue by more than $400,000 when eight Indianapolis-area Post Offices began staying open until 7 p.m.

Office hours will be extended at 1,082 Post Offices this year. Offices selected for extended hours handle 30% of retail package volume and are located within five miles of a competitor’s retail store.
