Dell, Inc., one of the world’s largest direct-to-consumer shippers, will be offering free shipping now through the holiday season for customers who would prefer to pick up their merchandise at a local Post Office.

Need to pick up a new computer over the weekend? Thanks to a new USPS endorsement called “Hold For Pickup,” you’ll be able to do just that at a nearby Post Office.

The new “Hold For Pickup” endorsement. Shippers will use it when sending bulky and high-value goods they don’t want left at the door.

Dell, Inc., one of the world’s largest direct-to-consumer shippers, will be offering free shipping now through the holiday season for customers who would prefer to pick up their merchandise at a local Post Office. Packages with the “Hold For Pickup” endorsement are drop shipped to a designated postal facility. The shipper is responsible for notifying the customer that the package has arrived and is available for pickup at that location.

“Dell is one of the world’s largest parcel shippers and shipped millions of parcels last year with one of our competitors,” says Package Services Manager Jim Cochrane. “Dell is a market leader and this offering will open other doors and opportunities.”

Offered initially with Parcel Select service, “Hold For Pickup” is designed to meet the unique needs of shippers of bulky and high-value goods who don’t want their merchandise left at the customer’s door. The endorsement will be available on other classes of mail in the future.

POSTAL SERVICE SUSPENDS MAIL DELIVERY IN SEVERAL EAST TEXAS TOWNS FOR SATURDAY, SEPT. 24

The U.S. Postal Service is suspending mail delivery in some areas of East Texas. The Dallas District — which includes the East Texas area — announced today that delivery is suspended in the following ZIP Codes: 755, 756, 757, 758 and 759.

Normal mail delivery is expected to return to most areas on Monday, Sept. 26. However, the Postal Service will make decisions based on the storm's continuing path. Notification will be given as these impacted ZIP Codes return to normal delivery status.

The decision only affects mail delivery. Post Offices in the affected ZIP Codes are open their normal hours for retail services.

Effective immediately, all drop shipments into 3-digit ZIP Codes 770, 773, 774, 775, 776, 777, 779, 783 and 784 are suspended until further notice. Under no circumstances should drop shipments for these ZIP Codes be entered at alternate sites. This emergency action has been taken due to the mandatory evacuations in these areas due to Hurricane Rita.

The suspension of drop shipments to ZIP Code area 785 has been lifted.

Retail and Delivery Service suspended to ZIP Codes 770, 773, 774, 775, 776, 777, 779, 783 and 784.

Effective immediately, and until further notice, retail and delivery service in the following 3-digit Texas ZIP Code ranges are suspended: 770, 773, 774, 775, 776, 777, 779, 783 and 784.

U.S. Postal Service prepared for Hurricane Rita

WASHINGTON - Neither rain...nor floods or hurricanes will stay the U.S. Postal Service from connecting people to their mail. Following the same steps it took to minimize mail disruption during Hurricane Katrina, the Postal Service is moving to protect its employees and the mail in the path of Hurricane Rita.

Mail destined for Houston and other areas in the expected path of Rita's landfall is being held at its place of origin in order to protect as many mail pieces as possible. Postal operations in any area covered by a mandatory evacuation order have been suspended. This includes delivery, collection, Post Office box and retail services, and mail processing. Mail currently in facilities in Rita's path, along with postal vehicles and equipment, are being moved to higher ground in anticipation of flooding.

Local postal officials are working with state and federal authorities to track weather and transportation issues to determine if other service adjustments are necessary. Those seeking the latest information on service updates can find it at: http://www.usps.com/communications/news/serviceupdates.htm. After the storm passes, the Postal Service is ready to return to normal operations as quickly and safely as possible.

Postal employees affected by a mandatory evacuation order are being asked to monitor the USPS National Emergency Notification Hotline (1-888-363-7462) to determine work reporting status and to learn if any special instructions have been issued.

Just weeks after Hurricane Katrina ripped into the Gulf Coast of Louisiana, Mississippi and Alabama with devastating and life-altering consequences, Hurricane Rita is barreling toward the Gulf Coast of Texas with the potential to cause as much or more damage.

As the Postal Service prepares for its arrival, the safety of our employees remains our primary concern. USPS employees are expected to follow all mandatory evacuation orders issued by local, state or federal officials within any locations that include their home or work assignment. Postal operations are suspended in any areas under mandatory evacuation orders and will remain suspended until the evacuation order has been lifted.

“The safety and well-being of our employees and customers remain our top priorities,” said Houston District Manager Cliff Rucker. “By following mandatory evacuation orders, you’re protecting yourself and your loved ones — and you’re making it far easier for us to restore service to our customers when we can.”

“It’s the same way that we want our employees to leave work as safely as they arrive,” said Rio Grande District Manager Larry James. “We want them to come out of this hurricane safe and sound — following mandatory evacuation orders will go a long way toward making that happen. Rio Grande employees have always risen to the occasion and I’m sure this will be no exception.””

Social Security Administration requests return of unclaimed/undelivered Mississippi and Louisiana checks.

At the request of the Social Security Administration, the Postal Service is returning unclaimed and undelivered Louisiana and Mississippi Social Security checks to the Department of the Treasury today. USPS established special pick up locations at facilities in both states for residents who, because of the storm, couldn’t receive delivery. As a result of the request, special pick up service at those locations is not available after today, Wednesday, Sept. 14.

Recipients with questions regarding their checks should contact the Social Security Administration directly.

Scam artists targeting Katrina donors

The Gulf Coast is known as one of the great fishing areas in the United States. Now, because of some unscrupulous Internet scam artists, it’s becoming one of the great phishing areas of the United States.

Phishing involves thieves hiding behind seemingly legitimate websites or e-mail addresses and trying to obtain your personal information — information they can use to make unauthorized withdrawals from your bank account, pay for online purchases using your credit card or even sell your identity to other thieves.

This latest version of phishing is playing on America’s concern for Hurricane Katrina victims. USPS employees are being sent e-mails from a site claiming to be the American Red Cross. It isn’t. When you click on the included link, you are taken to a site in China where you are urged to make donations in any amount from $25 to $5,000.

Unfortunately, it’s a scam. Instead of the money going to help Katrina victims, it’s going into the pockets of thieves.

Security experts recommend that you don’t respond to online requests for money. Since phishing attacks impact our infrastructure, there are some technical countermeasures that Information Technology is using to mitigate them. All questionable e-mail should be sent to USPSCIRT at abuse@usps.gov and to the OIG’s Financial Fraud Unit at: financialfraud@uspsoig.gov.

In a national radio interview yesterday, Postmaster General Jack Potter reminded customers displaced by Hurricane Katrina of the importance of filing Changes of Address (COAs) no matter how many times they relocate.

Speaking on National Public Radio’s “All Things
Considered,” Potter explained how the Postal Automation Redirection System lets mail bypass the Gulf Coast area to reach a customer’s new location.

“They may move multiple times but we would like them to give us the information each and every time they move,” Potter said, “so the mail can follow them as they relocate.” He noted the three options to file COAs: USPS.com, 1-800-ASK-USPS or at any Post Office.

Potter also paid tribute to USPS employees who quickly came back to work — even those who lost homes themselves. “I’m very proud of the folks who find themselves in locations outside of Louisiana, Mississippi and Alabama who have come to local Post Offices and told us that they want to work wherever they are,” he said.

“I’m very proud of all of our people. It’s an amazing story about the loyalty and dedication of our workforce and how they’ve risen to the occasion.”

All Post Offices in ZIP Code areas 330, 331, 332 and 333 are closed today due to Hurricane Rita.

At 8 a.m. ET, the center of the storm was located about 100 miles east-southeast of Key West, FL.

Hurricane Rita is moving between west-northwest at 15 mph with hurricane force winds extending outward up to 120 miles from the center. Rita’s center is expected to pass near the lower Florida Keys around midday today.

Study reveals mail as top driver of traffic to online credit card applications

Washington, DC - Today's online credit card applicants are more plugged into what's in their mailbox than what's in their inbox, according to a national report released today.

Despite developing trends in online marketing, the findings of a recent study conducted by comScore Networks for the U.S. Postal Service reveal that most consumers still prefer and respond more strongly to one of the oldest, most traditional forms of marketing — direct mail.

According to the 2005 "Multi-Channel Credit Card Acquisition Study," direct mail is a key factor in determining the online behavior of consumers and mail is the number one driver of traffic to online credit card applications. CIBC World Markets, a research firm specializing in corporate, government and institutional investor clients, reported that mail was responsible for more than 13 million of the nearly 35 million online credit card applications last year — over one-third of all online applications.

"The financial services industry has been very successful in developing an online credit card application model and our new study provides some great examples of how mail and the Internet work extremely well together in multi-channel marketing," noted Anita Bizzotto, Chief Marketing Officer and Executive Vice President for the U.S. Postal Service. "In our recent multi-channel catalog study, we learned that catalogs drive online sales. Now we have verification that other direct mail has a positive effect on Internet sales as well."

comScore Networks observed the actual online behavior of more than 1 million consumers and administered a pop-up survey to more than 2,400 online credit card applicants at various credit card company web sites. The study was designed to quantify the benefits of direct mail versus online marketing tools such as e-mail and banner ads, measure consumer attitudes about direct mail and online marketing and assess the impact of direct mail credit card solicitations on the quality, loyalty and volume of online credit card applicants.

"This research clearly shows that there is a powerful correlation between the marketing messages that consumers receive in the mailbox and their resulting online behavior," said Linda Abraham, executive vice president of comScore Networks. "Mail is the most effective marketing medium in terms of influencing consumers to apply for a credit card online and the Internet provides a strong fulfillment channel."

Other highlights from the Multi-Channel Credit Card Acquisition Study include the following:
Consumers have a stated preference for mail
70% of all consumers, 69% of prospects and 74% of existing customers open and read a credit card offer when delivered via mail
Consumers (including customers and prospects) prefer to receive credit card offers in the mail rather than electronically, over the Internet
Of all consumers, existing customers are most likely to open and read a credit card offer
65% of consumers read more of the credit card offers they receive in their mailbox rather than over the Internet

Mail delivers higher quality, more committed applicants

In 2004, direct mail drove more than 13 million prospects to an application and 77% of these prospects completed and submitted the application online

Mail drives non-customers into the online channel and influences prospects to complete the credit card application more than online marketing media
Direct mail drove 18.5 million application initiations and 70% of those completed and submitted the application

Kentuckiana District has held more than 50 eBay Day events with 101 Post Offices participating.

District postmasters are seeing more people use the online auction site to both buy and sell. “It’s really caught on,” Fort Campbell Postmaster Claudia Rankin told The Kentucky New Era. “Five or six years ago, it wasn’t like this.”

Rankin joined the Oak Grove, Pembroke and Herndon postmasters to host an eBay workshop. “You can sell anything and everything,” said Herndon Postmaster Teresa Jessup. “We wanted to tell people how we could help make it easier.”

“You can’t categorize an eBay user,” Vass said. “It’s easier than a yard sale and you get your item seen in more homes. Your trash may be someone else’s treasure.”

TIMES ARE CHANGING. Changes of Address (COAs) have been filed for more than 100,000 households in the two most heavily affected ZIP Codes — 700 and 701 in Louisiana. That means up to a half million people may be covered by COAs.

For those who have filed COAs, USPS has delivered more than 27,000 Social Security checks in Mississippi and Louisiana, and is working with the Federal Emergency Management Agency to deliver approximately 200,000 relief checks.

We continue to ask evacuees to keep filing COAs so their mail can follow them.

For the Postal Service, it was two of the biggest challenges ever — urging more than a million displaced customers to file a Change of Address (COA) either online at usps.com, over the phone at 1-800-ASK-USPS or at a local Post Office. And at the same time, asking 6,000 displaced employees to call 1-877-477-3273 to let us know their whereabouts.

And it’s paying off — for us and for our customers. About 100,000 COAs for the two most heavily affected ZIP Codes — 700 and 701 in Louisiana — have been filed since evacuations began. This weekend, mail delivery resumed in many areas and mail delivery to evacuees took place for the first time in nearly two weeks.

We’ve come a long way in one week, but we’ve still got a ways to go. The Postal Service is still asking employees, customers and the media to get this important message out to as many people as possible — ask evacuees to file a COA and ask displaced employees to contact us at 1-877-477-3273 and let us know how they are and where they are. It’s important to them — and they’re important to us.

Mail service continues to be restored in the Gulf Coast area hit by Hurricane Katrina where conditions allow and it is safe to do so, USPS urges displaced customers to file a change of address so the Postal Service can forward their checks, medicine and other important mail. And displaced employees are being asked to let us know their whereabouts so we can get paychecks and important job-related information to them.

That was the message PMG Jack Potter gave America yesterday in a CNN interview with news anchor Kyra Phillips.

The Postmaster General and each District Manager also sent a Newsbreak yesterday to each district asking employees if they know the whereabouts of any displaced employees temporarily sheltering in their districts to urge those employees to contact the Postal Service by calling 1-877-477-3273.

USPS also continues its efforts to get displaced residents to file a change-of-address so we can forward their mail to them wherever they are. The Postal Service is urging residents through the media to go online if they have Internet access to usps.com to change their address, call 1-800-ASK-USPS (1-800-275-8777) or go to their nearest Post Office and fill out a change-of-address form.

The Postal Service has been able to deliver thousands of Social Security checks at special pickup locations to people in the Hurricane Katrina disaster area as of yesterday.

Suspension of Standard Mail (Letters and Flats) and Periodicals Mail acceptance to storm-stricken areas

Effective immediately, the Postal Service is not accepting any Standard Mail (Letters and Flats) or Periodicals Mail — from any source — addressed for delivery within the following three-digit ZIP Code ranges: 369, 393, 394, 395, 396, 700, 701 and 704.

This emergency action has been taken as a result of severe facility damage, evacuations and other issues resulting from Hurricane Katrina.

We are now formulating plans to address the handling of Standard and Periodicals Mail already in the mailstream and addressed for delivery to these eight ZIP Code areas.

We will update this information as circumstances warrant.

USPS: Reestablishing service

Reestablishing service

When and where it is safe to do so, the Postal Service is re-entering storm-damaged areas to reopen Post Offices to restore mail delivery and service, and establish mobile retail centers to serve customer needs in damaged areas. USPS now has a policy in place to make sure employees are safe when re-entering facilities damaged by the storm surge and flood waters. On-site assessments of damage to New Orleans postal facilities, including the New Orleans P&DC, continues.

Services are gradually being restored in some of the areas hardest hit by Hurricane Katrina. In Louisiana, most of the state is now receiving normal mail delivery. USPS and the Social Security Administration have established temporary, alternative locations for the distribution of Social Security checks to residents who are unable to receive regular mail delivery service.

Similar efforts are underway in Mississippi where more than 1,000 checks were distributed through Sunday. The distribution effort in ZIP Code Area 395 for Social Security checks and other first-of-the-month checks has been extended through Wednesday Sept. 7.

“I am happy to report that we have resumed mail delivery and collection services to over 300,000 homes and businesses impacted by Hurricane Katrina,” said Mississippi District Manager James Daily. “I want to thank everyone for their patience and understanding as we continue to work together to overcome the challenges of the nation’s worst natural disaster. I particularly want to thank our employees for their efforts during a time that has been extremely challenging for them, as well.”

Across the country, evacuees are pouring into emergency shelters and USPS employees are there to assist them — helping them fill out change of address cards to make sure their mail gets to them. In Fort Chaffee, AR, relief workers turned the post where Elvis Presley entered the Army in 1958 into a processing center for evacuees. There, they were registered by the Social Security Administration, checked by doctors and given Post Office box addresses so they will still get their mail.

More than 38,000 Changes of Address filed

The Postal Service’s hurricane response has focused on getting mail to displaced customers across the country, finding and helping employees uprooted by the storm and reestablishing service to customers in areas hit by Hurricane Katrina.

The Postal Service has been successful in letting displaced customers know that USPS can get their mail to them — including Social Security, payroll checks and prescriptions by mail — no matter where they are, by providing their temporary address.

“For many, mail is their primary means of receiving financial support,” said Louisiana District Manager Tony Ruda. “That’s why the Postal Service, nationally and locally, moved quickly to set up means for people to get their Social Security or other checks.”

To date, more than 38,000 hurricane victims have filed Changes of Address (COA) — and that number is growing quickly — most using the Internet COA option on usps.com, followed by Telephone COA through 1-800-ASK-USPS (1-800-275-8777). Others have gone to Post Offices to complete and submit COA forms or mail them postage-free.

USPS has temporarily waived the $1 fee and credit card requirement for Internet COAs in affected areas. Postal employees at the Houston Astrodome and other sites housing evacuees are helping people change their addresses.

Mailers have been advised to continue sending First-Class Mail to customers’ addresses. If a COA is on file, mail will be redirected to the customer’s temporary location or made available at the local Post Office. Mail that can’t be delivered or forwarded will be returned to the sender.

Coastal and inland areas of Alabama, Louisiana, Mississippi and Florida are under emergency evacuation orders due to Hurricane Katrina. As a result, there may be local disruptions to all FedEx operations. FedEx may have limited access to conduct pickups and deliveries in affected areas. Consistent with the provisions of the FedEx Service Guide, the FedEx money-back guarantees are not in effect for shipments.

Effective immediately, the Postal Service is not accepting any Standard Mail (Letters and Flats) or Periodicals Mail — from any source — addressed for delivery within the following three-digit ZIP Code ranges: 369, 393, 394, 395, 396, 700, 701 and 704.

This emergency action has been taken as a result of severe facility damage, evacuations and other issues resulting from Hurricane Katrina.

We are now formulating plans to address the handling of Standard and Periodicals Mail already in the mailstream and addressed for delivery to these eight ZIP Code areas.

We will update this information as circumstances warrant.

UNPRECEDENTED DELIVERY CHALLENGES. USPS continues to do everything possible to deliver mail to as many customers that can be reached safely in the flooded and wreckage-strewn areas of Louisiana, Mississippi, Alabama and Florida that were in the path of Hurricane Katrina.Power outages, closed roads, high water and other obstacles are making it difficult for the Postal Service to reach customers — as well as many of our employees — in the areas hit hard by the storm. About 2.3 million residents remain without electric power and fuel is in short supply due to the loss of refining capacity along the Gulf Coast.

USPS WORKS WITH SOCIAL SECURITY. Monthly benefit checks have begun arriving from the Social Security Administration. Getting those checks to people in areas affected by Katrina — particularly in Louisiana and Mississippi — is a challenge.The Postal Service is working closely with the Social Security Administration to create processes and identify alternate locations for distributing checks to these residents.

Coastal and inland areas of Alabama, Louisiana, Mississippi and the Florida panhandle were significantly impacted by Hurricane Katrina.

We recommend you contact your consignees in the gulf region before you ship, to determine if they are receiving deliveries.

UPS services, including scheduled pickup, delivery, and On-Call Pickup Services are delayed or may be suspended in the affected areas. The hurricane has also affected the scheduled hours at UPS Customer Centers.

Service suspended indefinitely

In the following ZIP Codes, authorities have completely restricted access as a result of storm damage and flooding. It is anticipated these areas will be inaccessible for an extended time. Please do not ship any packages to these ZIP Codes. Packages in the UPS system will be returned to the shipper as permitted.

CHECK DISTRIBUTION FOR HURRICANE KATRINA VICTIMS

WASHINGTON - The U.S. Postal Service and the Social Security Administration have established temporary, alternative locations for the distribution of Social Security checks to Louisiana and Mississippi residents who are unable to receive regular mail delivery service. In addition, efforts are underway to establish a postal presence at the Houston Astrodome for evacuated Louisiana residents.

In Louisiana, the following check distribution sites have been established and will operate on Friday, September 2 from 8 a.m. through 7 p.m. and from Saturday, September 3 through Monday, September 5 from 8 a.m. through 5 p.m.:


The Des Allemands Post Office, located at 17242 Highway 90, will distribute checks addressed to residents of Venice (70091), Boothville (70038), Buras (70041), Port Sulphur (70083), Lafitte (70067), Barataria (70036), Belle Chase (70037), Gretna (70053/56), Harvey (70058), Marrero (70072), Westwego (70094) and Algiers (70114/70131).

The La Place Post Office, located at 190 Belle Terre Boulevard, will distribute checks addressed to residents of Point-a-La Hache (70082), St. Bernard (70085), Violet (70092), Meraux (70075), Chalmette (70043), Arabi (70032), Kenner (70062/65), Metairie (70001-70006) and Braithwaite (70040).

The Hamond Post Office, located at 105 North Railorad Avenue, will distribute checks addressed to residents of Mandeville (70471), Madisonville (70447) and Slidell (70458).

In the City of New Orleans, checks for all other New Orleans ZIP Codes will be available as follows:


The La Place Post Office, 190 Belle Terre Blvd (70068), Friday, September 2 through Saturday September 3 from 8 a.m. through 5 p.m.

The Gonzalez Post Office, 1706 S. Burnside Avenue (70737), Sunday, September 4 through Monday, September 5 from 8 a.m. through 5 p.m.

The Baton Rouge Downtown Station, 750 Florida Blvd. (70802), Tuesday, September 6 through Wednesday, September 7 from 8 a.m. through 5 p.m.

Beginning Thursday, September 8, unclaimed checks will be forwarded, if a forwarding address is on file. Those that cannot be forwarded will be returned to the Social Security Administration. For residents of Louisiana ZIP Codes not included in these lists, checks will be delivered as usual.

In Mississippi, the following check distribution sites have been established and will operate on Thursday, September 1 from 5 p.m. until sunset and from Friday, September 2 through Sunday, September 4, from 9 a.m. through 3 p.m.:


The Escatawpa Post Office, located at 4100 Rabby Street, will distribute checks to residents of Hurley (39555), Gautier (39553), Pascagoula (39563 and 39567) and Ocean Springs (39564).

The Biloxi Northbay Post Office, located at 356 Ginger Drive, will distribute checks to residents of Biloxi (39530, 39531, 39532, 39540), McHenry (39561) and Perkinston (39573).

The Gulfport Larkin Smith Mail Facility, located at 11110 Highway 49, will distribute checks to residents of Gulfport (39501/03/07), Kiln (39556), Pearlington (39573), Lakeshore (39558), Waveland (39576), Pass Christian (39571), Long Beach (39560) and Bay St. Louis (39520/25).

Residents of Wiggins (39577) and Saucier (39574) will be able to pick up their checks at their local Post Office.

At all locations, postal employees will be requesting identification.
